Barrier is a safety barrrier used in hazardous locations to power intrinsic safe instruments for the purpose of protecting hazardous areas from arcs and sparks that electrical faults in the safe area can produce through electrical wiring. 

Isolator usually  incorporates a transformer which provides galcanic circuit isolation.

Isolator is an active device and needs power, but barrier is passive device.
